Grants the governor authority to designate the Industrial Commission chairman from among appointed members, transferring this power from the commission itself.

Requires the Industrial Commission to hold a minimum of 12 regular meetings each year, establishing a baseline meeting frequency.

Removes the provision stating that the person serving as chairman when the act takes effect continues serving until their term expires.
