Consolidates the Board of Barbers and the Board of Cosmetology into a single "Board of Barbering and Cosmetology" with 9 members appointed by the Governor.

Reduces licensing requirements by eliminating the separate barber instructor license and allowing cosmetology licensees to perform barbering services without additional licensing.

Creates new license categories including "hair technician" for limited hair services and streamlines existing license types for aestheticians, nail technicians, and hairstylists.

Establishes reciprocity provisions allowing the board to issue licenses to applicants licensed in other states with substantially equivalent requirements.

Updates health and safety standards by replacing references to "blood spills" with "human blood or bodily fluids" and maintains existing sanitation requirements for salons and schools.
