Expands Arizona's assured water supply requirements beyond subdivided lands to cover all lots, parcels, or fractional interests offered for sale or lease in active management areas, regardless of lease duration.

Requires cities, towns, and counties to verify an assured water supply certificate or written commitment of water service before approving building permits for properties that don't require plat approval, including residential, commercial, and industrial developments.

Removes previous exemptions that applied only to "subdivided lands" as defined in existing statute, broadening the scope to any property development in active management areas.

Maintains existing exemptions for mineral extraction, metallurgical processing, and industrial use permit developments from the assured water supply requirements.

Amends Section 45-576 of the Arizona Revised Statutes (Groundwater Code) to strengthen water supply verification processes throughout the development approval chain.
