Authorizes the department to impose civil penalties up to $25,000 per violation for health insurers that wrongfully deny or insufficiently cover valid claims after notice and opportunity to remedy repeated violations.

Mandates automatic double damages plus attorney fees when a health insurer is found to have wrongfully denied or insufficiently covered a valid claim.

Requires annual public reporting on claims denial data by insurer, including raw numbers and percentages of denied claims, wrongfully denied claims, and investigation outcomes.
