Imposes a $200 mandatory assessment on persons convicted of soliciting prostitution (buyers), with funds deposited into the Anti-Human Trafficking Grant Fund to provide services for sex trafficking victims.

Separates prostitution offenses into two categories: offering to receive payment for sex (class 1 misdemeanor) versus offering to pay for sex (class 6 felony), with escalating penalties for repeat offenses up to class 4 felony.

Provides an affirmative defense for individuals who committed prostitution as a direct result of being sex trafficking victims.

Allows sex trafficking victims to petition courts to vacate prostitution convictions, with records immediately eligible for sealing and the right to deny the arrest or conviction ever occurred on applications.

Expands the Anti-Human Trafficking Grant Fund eligibility to include programs that provide direct services to trafficking victims, in addition to law enforcement assistance and training programs.
