Renames the "Peace Officer Training Equipment Fund" to the "Public Safety De-Escalation and Life Safety Fund" while maintaining the same funding sources and restrictions on use for peace officer equipment.

Repeals section 41-1732 of Arizona Revised Statutes, which established the Peace Officer Training Equipment Fund Commission.

Maintains the existing $9 surcharge on court-authorized traffic diversion programs, with $4 continuing to be deposited into the renamed fund.

Preserves the $4 penalty assessment on civil traffic violations and criminal motor vehicle violations, with proceeds deposited into the renamed fund.

Fund monies remain exempt from fiscal year reversion and lapsing of appropriations, staying subject to legislative appropriation.
