Prohibits Arizona municipalities from requiring religious institutions or 501(c)(3) charitable organizations to rezone their property or obtain permits to distribute free food, goods, or services on property they own.

Applies to churches, religious denominations, and religious organizations operating as nonprofit religious corporations.

Defines "charitable foods, goods or services" as items distributed free to members of the public.

Overrides any existing municipal laws, ordinances, or regulations that would impose such permit or rezoning requirements on these organizations.
