Establishes rural groundwater management work groups in each groundwater basin in Arizona, with members appointed by natural resource conservation districts and soil and water conservation districts

Work group members must include affected parties and local experts, including agricultural producers, and serve without compensation but may receive expense reimbursement

Natural resource conservation districts gain new authority to conduct surveys, investigations, and research on groundwater health in their basins

Requires each rural groundwater management work group to submit annual reports with findings and recommendations to the Department of Water Resources by December 31

The Department of Water Resources must consolidate all work group reports and provide them to the governor, senate president, and house speaker annually
