Assisted living facilities must include a statement of resident's rights in any notice provided to residents regarding discharge or eviction.

Establishes the Vulnerable Adult System Study Committee with 20+ members including legislators, state agency directors, law enforcement representatives, tribal representatives, and healthcare advocates.

The committee must develop a coordinated vulnerable adult delivery system, recommend best practices for complaint investigation, and identify common statewide outcomes for data collection and sharing.

Work groups will be created to separately address needs of persons with developmental disabilities and elderly/physically disabled persons, including caregiver training requirements.

The committee must submit annual reports to the governor and legislature by October 1 each year, with the committee set to be repealed after December 31, 2028.
