Requires all election systems and software to have internal clocks set and maintained within 60 seconds of the official time from the National Institute of Standards and Technology throughout the entire election period.

Mandates county boards of supervisors, election officers, and county recorders to verify time accuracy during preelection preparation, logic and accuracy testing, voter registration system reviews, and postelection procedures including canvass and audits.

Defines "election system and software" broadly to include electronic pollbooks, voter registration systems, signature verification systems, ballot scanners, tabulating equipment, election management systems, and any technology used to register voters, process ballots, or certify outcomes.

Establishes that violating the time accuracy requirements constitutes a class 2 misdemeanor.

Directs the Secretary of State to include time verification procedures in the instructions and procedures manual, specifying methods, frequency, responsible personnel, and corrective actions for noncompliance.
