Repeals mandatory reporting requirements that previously required school personnel to immediately report drug offenses to administrators, and administrators to report to peace officers, with failure to report classified as a class 3 misdemeanor.

Removes the reference to section 13-3411, subsection F (the repealed reporting requirement) from the list of incidents schools must include in annual report card totals.

Maintains all existing criminal penalties for drug offenses in drug free school zones, including enhanced sentencing of one year added to presumptive sentences and mandatory minimum fines of at least $2,000.

Preserves the requirement that school personnel must provide student records to peace officers upon written request signed by a magistrate, with immunity protections for those who comply.
