Requires school district governing boards to adopt personnel policies providing noncertificated employees (non-teaching staff) with due process procedures substantially equivalent to those already guaranteed to certificated teachers under Arizona law.

Amends Arizona Revised Statutes section 15-502 relating to employment of school district personnel.

Maintains existing requirements for certificated teacher contracts, including written contracts, electronic transmission and signature options, and employment protections for teachers employed more than three consecutive years.

Preserves current prohibitions against employment retention policies based on tenure or seniority for teachers.
