Establishes the Homeless Shelter and Services Fund within the Arizona Department of Housing to provide grants to counties, cities, towns, Indian tribes, and nonprofit organizations for shelter and services for unsheltered persons experiencing homelessness.

Appropriates $50,000,000 from the state general fund in fiscal year 2026-2027 to the newly created fund.

Monies in the fund are continuously appropriated and exempt from lapsing provisions, allowing unused funds to carry forward rather than reverting to the general fund.

The State Treasurer will invest fund monies as provided by state law, with investment earnings credited back to the fund.
