Creates the offense of "unlawful securing of a firearm" when a minor under 17 gains access to a loaded firearm due to an adult's criminal negligence in failing to secure it properly (such as in a locked container or with a trigger lock)

Classifies the offense as a class 6 felony, elevated to a class 4 felony if the minor discharges the firearm and causes death or serious physical injury to themselves or another person

Provides affirmative defenses when the minor uses the firearm under adult supervision for lawful purposes, in self-defense, while engaged in agricultural work, or if the minor obtained the firearm through illegal entry onto property

Delays arrest for seven days if the offender is a family member of the minor and the minor's discharge of the firearm caused death or serious injury to the minor

Defines "family member" broadly to include relatives by blood, marriage, or adoption, current or former dating partners, legal guardians, and household members within the previous year
