Exempts areas designated as districts of historical significance, areas designated as historic by the municipality, and areas on the National Register of Historic Places from the state's middle housing requirements for municipalities with 75,000+ residents.

Maintains existing requirements that qualifying municipalities must allow duplexes, triplexes, fourplexes, and townhomes within one mile of central business districts and on at least 20% of new developments over 10 contiguous acres, except in newly exempted historic areas.

Contains an emergency clause making the legislation operative immediately upon enactment rather than the standard 90-day delay.

Corrects minor technical language in the existing statute, changing "purpose" to "purposes" and "determination" to "determine."
