Expands the definition of "child only case" to include children placed by court order with nonparent relatives or unrelated adults who are not receiving cash assistance, in addition to children in the custody of the Department of Child Safety or tribal agencies.

Removes the requirement that a nonparent relative head of household must be "not applying for or receiving cash assistance" when determining income eligibility for Temporary Assistance for Needy Families (TANF) benefits.

Specifies that for child only cases, only the dependent child's income is considered for eligibility purposes, and the benefit amount is based on available monies as determined by the department.

Clarifies that children placed in unlicensed kinship foster care are eligible for cash assistance, excluding those already receiving licensed foster care payments.
