Defines portable solar generation devices as moveable photovoltaic units with maximum output of 1,200 watts that connect through standard 120-volt outlets and meet national electrical code standards and testing laboratory certification.

Shields utilities from civil liability for injuries or deaths resulting from customer operation of portable solar generation devices when the utility disconnects power.

Requires portable solar generation devices to include a feature that prevents the system from energizing a building's electrical system during power outages.

Excludes portable solar generation devices from classification as generating facilities, distributed generation facilities, or net metering facilities, exempting them from associated regulatory requirements.
