Mandates tribal consultation before issuing procurement requests and allows each of Arizona's 22 federally recognized tribes to appoint one nonvoting observer to the source-selection evaluation committee

Preserves American Indian and Alaska Native members' rights to elect fee-for-service coverage and prohibits prior authorization requirements for services when members are referred from tribal health programs to nontribal providers

Requires the administrative services organization to establish an Office of Tribal Relations and conduct quarterly consultations with tribal governments, health programs, and AHCCCS providers to evaluate performance

Declared an emergency measure for immediate implementation to strengthen program integrity and protect American Indian and Alaska Native members from fraud and abuse
