Allows advance deposit wagering (phone/internet betting on horse races) to continue in Arizona even when no licensed racetrack is operating in the state, provided the wagering provider held a valid permit as of the bill's amendment date.

Requires advance deposit wagering providers operating without an active racetrack to remit source market fees to the Arizona Department of Gaming's racing regulation fund, based on rates from their last active contract with a commercial live-racing permittee.

Permits wagering providers to accept bets on any simulcast horse race for which they have an approved interstate agreement, without being tied to a specific Arizona racetrack's simulcast contracts.

Establishes that if a new racetrack becomes licensed in Arizona, existing advance deposit wagering providers may continue operating provisionally until they negotiate required agreements with the new racetrack.

Amends the racing regulation fund statute to explicitly include deposits from advance deposit wagering providers as a revenue source for the department.
