Restructures the Arizona Military Affairs Commission membership from 18 appointed members to a new composition including military veterans experienced in Department of Defense processes, community military support organization representatives, congressional defense policy experts, and defense industry representatives

Adds the Senate President and House Speaker (or their designees) as commission members, along with six nonvoting advisory members including the Arizona Commerce Authority CEO and Arizona Board of Regents chairperson

Requires the commission to submit biennial reports to the Governor and legislative leaders containing economic impact statements, statewide military installation assessments, and strategies to attract new military missions and defense-related businesses

Establishes a new Military Affairs Commission Fund for legislative appropriations, gifts, and grants to support commission activities, administered by the Department of Emergency and Military Affairs

Expands the commission's duties to include recommending actions to retain existing and attract new defense-related businesses, and authorizes property acquisitions vital to military installation preservation in high noise or accident potential zones
