Requires Arizona municipalities with populations of 50,000 or more to update zoning ordinances by January 1, 2027 to allow residential use on all land identified for residential purposes in voter-approved general plans.

Mandates that undeveloped residential land be zoned to allow single-family homes at the maximum density specified in the general plan; if no maximum is specified, defaults to six dwelling units per acre.

Requires municipalities to ensure maximum density is achievable in practice when all zoning requirements are combined.

If a municipality fails to adopt required zoning changes by January 1, 2027, the residential density allowances take effect automatically by operation of law.

Applies to land within urban areas as designated by the U.S. Census Bureau that is identified for residential use or allows residential uses.
