Requires the Arizona Department of Transportation to collect handwritten signatures from driver license applicants who register to vote and submit copies of these signatures to the Secretary of State within five days of receiving a completed registration

Mandates the Secretary of State forward completed voter registrations along with copies of applicants' handwritten signatures to the county recorder where each applicant resides

Reorganizes the voter registration statement requirements to separately list eligibility requirements, attestation of meeting requirements, signature under penalty of perjury, and penalty/confidentiality notices

Removes the previous provision that had the Department of Transportation return or mail completed registrations directly to county recorders, replacing it with the new process routing through the Secretary of State
