Defines "adverse event" as any incident during anesthesia administration requiring emergency medical response, including 911 calls or patient transport to emergency facilities.

Mandates treating dentists and qualified anesthesia providers each submit written reports of adverse events to their respective licensing boards within seven business days.

Establishes that the "dentist of record" retains ultimate responsibility for patient safety and welfare during dental procedures, including those involving anesthesia, while not relieving anesthesia providers of their own responsibilities.

Imposes mandatory practice restrictions on dentists who knowingly fail to report adverse events, and requires the dental board to recommend similar restrictions to other licensing boards for non-reporting anesthesia providers.
