Authorizes school districts to enter into voluntary partnerships to finance and design school facilities that include security equipment and features designed to prevent unauthorized building entry.

Expands the building renewal grant fund to allow distribution of monies for school building security projects in addition to existing primary building renewal projects for facility maintenance.

Requires the Division of School Facilities to prioritize primary building renewal projects first, then award grants for school building security projects if sufficient monies remain after funding all eligible renewal projects.

Prioritizes school building security project requests from districts that have consulted with a law enforcement agency before submitting their application.

Restricts school building security project funds to security equipment or improvements specifically designed to prevent individuals from entering school buildings without authorization.
