Creates a new "marijuana producer" license category allowing entities to cultivate marijuana, process marijuana, manufacture marijuana products, and package/store products at a single location, but prohibits direct sales to consumers from these facilities

Restricts marijuana producer license applications from January 1, 2029 through January 1, 2032 to entities that had cultivation or manufacturing contracts with marijuana establishments or dispensaries on or before January 1, 2026

Prohibits transfer or sublease of marijuana producer licenses and bars unlicensed entities from cultivating or manufacturing at producer sites until January 1, 2032, after which the department may issue additional licenses

Extends existing marijuana establishment regulations to marijuana producers, including security requirements, tracking systems, testing protocols, and prohibitions on ownership interests in marijuana testing facilities

Authorizes localities to enact zoning regulations, limit the number of, or prohibit marijuana producers, and regulate their time, place, and manner of operations, consistent with restrictions already applied to marijuana establishments
