Requires the Governor to designate one statewide elected official (Lieutenant Governor, Secretary of State, Attorney General, State Treasurer, or Superintendent of Public Instruction) to be absent during inaugurations, State of the State addresses, and other gubernatorial addresses where executive department members participate

The designated "excused elected official" must remain at least 35 miles away from the seat of government during these events to ensure continuity of government

Directs the Department of Public Safety to establish a protective detail for the excused official, providing safe housing, secure transportation with escort, and appropriate communications

Requires DPS to securely notify all agency directors identifying which excused elected official represents government continuity and the line of succession during these events
