Prohibits foreign corporations, foreign persons, and foreign nongovernmental sources from contributing money or in-kind goods and services to influence Arizona ballot measure elections, including initiatives and referendums.

Bars any person, entity, or committee from accepting or using foreign-sourced contributions for ballot measure campaigns.

Requires persons, entities, or committees filing campaign finance reports under section 16-926 to certify under penalty of perjury that they have not accepted or used prohibited foreign contributions.

Exempts federally recognized sovereign tribal nations from the foreign contribution prohibition.
