Allows a presumed father to petition for termination of child support if subsequent genetic testing confirms he is not the biological father of the child, in addition to existing grounds of fraud, duress, or material mistake of fact.

Establishes that if genetic testing affirms a presumed father is not the biological father, the man is no longer presumed to be the father and is no longer responsible for financial support obligations.

Requires the court to order genetic testing of the petitioner, each child subject to the petition, and the child's mother when paternity is challenged.

Specifies that an order vacating a support obligation is generally prospective and does not alter the petitioner's obligation to pay previously accrued child support arrearages unless otherwise ordered by the court.

Permits the court to order the biological father to pay restitution to the petitioner for child support paid before the ruling if the court finds it is in the child's best interests.
