Creates a new crime of "in-state custodial interference" for knowingly taking, enticing, or keeping a child from their parent, legal guardian, or lawful custodian within Arizona without legal right and with intent to interfere with a custody order

First and second violations (within 10 years) are civil violations carrying a $500 penalty

Third or subsequent violations are classified as a class 6 felony

Effective date is December 31, 2026
