Requires funeral establishments to obtain disposition-transit permits for unborn children from abortion clinics when gestation is less than twenty weeks and the woman authorizes transfer to a funeral establishment for final disposition.

Adds "abortion clinic" to the list of facilities (alongside hospitals, nursing care institutions, and hospice facilities) that must provide authorization forms when releasing human remains.

Updates terminology throughout the statute, replacing "dead person" with "decedent" and making other technical clarifications to disposition of remains procedures.
