Establishes state preemption over occupational licensure for persons subject to Arizona Title 32, Chapter 10 (Registrar of Contractors), prohibiting municipalities and counties from imposing additional licensing requirements on these individuals

Prohibits municipalities and counties from requiring journeyman licenses for persons already subject to state contractor licensure

Allows municipalities and counties to retain authority to require journeyman licenses for specific trades: plumbing, pipe fitting, mechanical trades, HVAC installation, and electrical or alarm system trades

Defines "licensure" broadly to include any training, education, test, certification, registration, license, or associated fees required to perform an occupation

Applies identical preemption provisions to both municipalities (Section 9-500.54) and counties (Section 11-269.31) in Arizona
