Transfers and renumbers section 44-1799.71 to section 13-2910.13, moving the unlawful public sale of animals statute from Title 44 to the criminal code in Title 13

Expands the population threshold for affected counties from 800,000 persons to 500,000 persons or more

Broadens prohibited activities beyond just "selling" to include marketing, offering, bartering, giving away, displaying, advertising for sale, or advertising for adoption of animals in public spaces or on commercial property without consent

Adds "animal shelter" to the list of exempt organizations alongside pet stores, pounds, humane societies, rescue organizations, and educational/agricultural organizations

Increases penalties from a civil penalty of up to $50 to a petty offense for first violations and a class 1 misdemeanor for second or subsequent violations
