Makes 2018 amendments to Arizona sexual offense statutes (sections 13-1401, 13-1407, and 13-3560) apply retroactively to cases from December 31, 2004 forward

Removes the affirmative defense that a defendant was not motivated by sexual interest in cases of sexual abuse and molestation of a child

Excludes from the definition of "sexual contact" any touching during caretaking that an objective, reasonable person would consider normal and reasonable under the circumstances

Applies these changes retroactively to applicable cases dating back to the 1990 effective date of Laws 1990, chapter 384, section 3
