Requires assisted living centers and homes to obtain written or electronic acknowledgment from emergency responders confirming receipt of resident information documents when calling for emergency services.

Establishes a complaint investigation process through the Department of Health Services when emergency medical technicians or peace officers allege that healthcare institutions failed to provide a patient's do-not-resuscitate order or advance directive after requesting emergency services.

Extends similar advance directive complaint investigation requirements to group homes and behavioral-supported group homes, with the department required to adopt compliance rules.

Creates a 20-member Vulnerable Adult System Study Committee to develop a coordinated service delivery system, recommend best practices for complaint investigation, and identify improvements to adult protective services.

The study committee must submit annual reports to the governor and legislature beginning October 1, 2026, with the committee set to be repealed after December 31, 2028.
