Removes the requirement for the registrar of contractors to publicly post a list of license applicants on its website for 20 days before issuance.

Allows criminal background checks as an alternative to fingerprinting for license applicants and licensees.

Extends the deadline for licensees to request a hearing from 30 days to 60 days when an application for exemption from a qualifying party is denied.

Authorizes the registrar to order payment from the residential contractors' recovery fund after issuing a final administrative decision finding a contractor violated the chapter, not just after license revocation or suspension.

Allows contractors or claimants to contest recovery fund payment amounts and permits service of final administrative decisions by first class mail in addition to certified mail.
