Moves Arizona's primary election date from the second to last Tuesday in July to the Tuesday before the last Monday in May, effective beginning in 2028.

Adjusts nomination paper and petition filing deadlines to 117-140 days before the primary election (from 120-150 days) starting in 2028 to accommodate the earlier primary date.

Changes the baseline date for calculating required nomination petition signatures from January 2 of the election year to October 1 of the year before the election, effective in 2028.

Removes the third Tuesday in May as an available election date for non-candidate elections such as recall elections, special elections to fill vacancies, and ballot measures.

Applies the new primary election date to all consolidated elections held by political subdivisions including counties, cities, towns, school districts, and community college districts.
