Expands electronic ballot access (internet, fax, or other electronic means) currently available to military and overseas voters to include blind voters, visually impaired voters, and voters with print disabilities

Allows blind, visually impaired, and print-disabled voters to use the federal postcard application to request early ballots and designate their preferred method of receiving voting materials

Requires county recorders to transmit ballot request forms, unvoted ballots, and ballot information electronically to these newly covered voter groups upon request

Extends emergency early voting procedures to blind, visually impaired, and print-disabled voters during national or local emergencies such as natural disasters or military mobilization

Updates statutory references to the Uniformed and Overseas Citizens Absentee Voting Act to reflect current U.S. Code citations (52 U.S.C. § 20310)
