Requires school district superintendents to obtain a standard professional superintendent certification from the Arizona State Board of Education, changing certification from optional to mandatory.

Mandates that superintendents must hold both a valid fingerprint clearance card and the new professional certification as conditions of employment.

Prohibits school districts from offering, executing, extending, or renewing superintendent contracts for the 2027-2028 school year or later unless the superintendent holds the required certification.

Current superintendents without certification must obtain it by June 30, 2027, or face potential termination of employment.

Applies to superintendents employed by individual school districts as well as those jointly employed by multiple governing boards.
