Changes Empowerment Scholarship Account (ESA) fund transfers from quarterly to monthly distributions by the Arizona Department of Education to the state treasurer for deposit into qualified students' accounts.

Removes the Department of Education's discretion to use alternative transfer schedules other than the standard quarterly transfers.

Eliminates the provision that excused ESA recipients from meeting educational subject requirements (reading, grammar, mathematics, social studies, and science) when receiving funds on non-quarterly schedules.

Applies to the Arizona Empowerment Scholarship Accounts program, which provides state funding for private school tuition and other approved educational expenses as an alternative to public school enrollment.
