Mandates the State Board of Education to develop minimum financial performance requirements for qualified schools and create a financial transparency portal displaying reported information.

Establishes an audit team within the Office of the Auditor General to conduct audits of qualified schools receiving ESA funds, determining the percentage of monies spent in the classroom.

Requires qualified schools to post audit results on their website home pages and submit written status reports on audit implementation every six months for two years, with mandatory participation in legislative committee hearings.

Applies to qualified schools participating in Arizona's Empowerment Scholarship Account program under Title 15, Chapter 19.
