Establishes mandatory class size limits for Arizona public schools: K-3 average of 18 students (max 21), grades 4-8 average of 22 (max 27), grades 9-12 average of 25 (max 30), and career technical education average of 20 (max 25).

Requires all public school governing boards to adopt class size policies before the 2031-2032 school year, with full implementation beginning that school year.

Appropriates $1 billion annually from the state general fund starting in fiscal year 2030-2031 to the classroom site fund to support class size reduction and other instructional purposes.

Phases in funding with appropriations of $200 million (FY 2026-2027), $400 million (FY 2027-2028), $600 million (FY 2028-2029), and $800 million (FY 2029-2030) before reaching full funding.

Allows schools to seek waivers from the Superintendent of Public Instruction to exceed average class sizes and permits exceptions for certain classes like music and typing where larger sizes don't impair instruction.
