Counts full-day kindergarten students (at least 712 instructional hours per year) as 1.0 average daily membership (ADM) for school funding purposes, compared to 0.5 ADM for half-day kindergarten programs (356+ hours but fewer than 712 hours)

Changes the age requirement for full-time common school students from six years old to five years old before January 1 of the school year

Applies the same 712-hour annual instructional requirement to full-day kindergarten as currently applies to first, second, and third grade students

Amends Arizona Revised Statutes sections 15-808 (Arizona online instruction) and 15-901 (school finance definitions) to incorporate full-day kindergarten funding provisions
