Creates a new "Public Education Foundation" special license plate in Arizona, contingent on a person or organization paying $32,000 to the Department of Transportation by December 31, 2026 for implementation costs.

Sets the special plate fee at $25, with $8 going to plate administration and $17 as an annual donation to the Public Education Foundation Special Plate Fund.

Establishes the Public Education Foundation Special Plate Fund, with the first $32,000 reimbursing the entity that paid the implementation fee and no more than 10% of annual deposits used for administration.

Requires fund monies to be allocated to a 501(c)(3) organization that supports public education through programs including teacher of the year awards, A+ school of excellence, spelling bees, STEM teacher support, and principal leadership programs.

Amends multiple sections of Arizona Revised Statutes (28-2351, 28-2403, 28-6501, 28-6991, 28-6993) to incorporate the new special plate into existing administrative and funding frameworks.
