Amends Arizona statutes governing open meetings for both condominiums (§33-1248) and planned communities (§33-1804) by clarifying when open meeting requirements apply to board of directors gatherings.

Removes the word "informally" from provisions requiring board quorums meeting to discuss association business to comply with open meeting and notice requirements.

Changes the trigger for open meeting compliance from meetings held "without regard to whether" the board votes to meetings held "if" the board votes or takes action.

Creates a new exemption allowing casual discussion of association issues at informal gatherings, even with a quorum of directors present, if directors are acting in their individual capacity as association members rather than as board directors.
