Requires the Arizona Department of Education to assign student identifiers to scholarship recipients from certified school tuition organizations (STOs) who are not already in the student accountability information system.

Mandates STOs submit annual student data to the Department of Education by July 1, including student names, scholarship/grant amounts, and the qualified school attended.

Expands annual STO reporting to include scholarship distribution breakdowns by dollar amount ranges (from less than $5,000 to $60,000 or more), plus mean and median award amounts per school.

Requires the Department of Revenue to publish reports showing total scholarship amounts per student identifier and comparisons of average STO scholarships to charter school funding levels by grade.

Adds STOs to the student accountability information system alongside school districts and charter schools for electronic data transmission purposes.
