Expands child care assistance eligibility for education and training programs by lowering the enrollment requirement from full-time to at least half-time enrollment in accredited educational institutions, remedial education activities, or employment training programs leading to vocational, technical, trade certification, associate, or bachelor's degrees.

Removes the requirement that a person must already be receiving full-time child care assistance to qualify for the education/training work requirement waiver.

Maintains existing requirements that education or training must be reasonably related to employment goals and lead to wages sufficient to eliminate the need for public assistance.

Preserves the department's oversight authority to verify that education or training programs are employment-related and to confirm satisfactory progress by recipients.
