Establishes a statewide turquoise alert system through the Arizona Department of Public Safety to coordinate alerts for missing persons under 65 years of age who have disappeared under unexplained or suspicious circumstances

Requires law enforcement agencies to request turquoise alerts only after using all available local resources and determining the missing person may be in danger or with a potentially dangerous individual

Mandates all law enforcement agencies develop and regularly update training criteria for the turquoise alert system

Requires turquoise alert training for all law enforcement employees directly involved in missing person cases, including supervisors and dispatchers, at the time of hire and biannually thereafter

Applies to the Department of Public Safety, municipal police departments, county sheriff's offices, tribal law enforcement agencies, and federal law enforcement agencies operating in Arizona
