Establishes that the Arizona Division of Special Education may assist individuals filing complaints alleging school districts or charter schools violated federal special education law (20 USC §1411-1419) or state special education laws

Requires the Division to contact complainants to request missing information or signatures when complaints are found incomplete or designated as "does-not-qualify"

Mandates the Department of Education post all state complaint investigative reports, including corrective actions and dismissal letters, on its website within 60 days of completing investigations, with only personally identifiable information redacted

Requires the Department to adopt policies and procedures for state complaints by December 1, 2026, with at least 60 days for public comment before implementation

Specifies that complaints may be designated "does-not-qualify" if the student is not a child with a disability, allegations do not describe covered violations, or allegations fall outside the Department's investigative authority
