Establishes civil penalties for unlawfully taking, wounding, killing, or possessing wildlife in Arizona, ranging from $50 for small game to $8,000 for bighorn sheep, bison, and endangered species

Adds "formally endangered species" animals (as determined by the Arizona Game and Fish Commission) to the highest penalty category of $8,000

Authorizes the commission to increase civil penalties by rule to exceed the market value of the wildlife taken

Replaces the previous penalty structure (doubling for second offense, tripling for third) with commission authority to adopt rules for increased penalties for repeat offenders

All recovered penalties are deposited into the wildlife theft prevention fund
