Allocates an additional $1.3 million annually from the state lottery fund directly to the Department of Gaming's Division of Problem Gambling for treatment, prevention, and education programs.

Requires event wagering operators licensed for both mobile and retail wagering to pay a problem gambling fee, with legislative intent that the fee be set at least 3% of adjusted gross annual event wagering receipts.

Amends confidentiality provisions for event wagering license applications to require immediate release of materials to any legislator upon written request.

Takes effect with certain provisions becoming operative after June 30, 2027.
